The obligation set that each combination of role and classification tier carries. The classifier selects a profile; the obligation tracker, the checklist generator and the traceability matrix expand it. Article ids that begin with art- and match an obligation page resolve to that page and its record in data/obligations.json; other articles carry a label only. Every date renders from the regulation entry named on the row.
